My understanding from a discussion we had here last year is that PicoTag
workstations are no longer commercially available from Waters. Perhaps you
can locate a used one from a "pre-owned analytical instrument" vendor? I
know several advertise in publications like the Scientist, and may have
websites that can be called up on a search.
