Dear Jennifer,

Leucine is quite insoluble. You should suspend it in your solvent
mixture (normally, dioxane/water with some carbonate) and add Boc2O
keeping pH at the recommended level. Leu is going to be dissolved as
the reaction proceeds. Refer to good old methodological sources (e.g.
Houben-Weil Bd.15) for details.
