I just did a small literature search on "Fmoc deprotection" and came up
with this:
            Wade JD, Mathieu MN, Macris M and Tregear, GW
            Letters in Peptide Science 7:(2) 107-112 Mar 2000

The authors looked at a variety of bases, with a view toward inhibiting
aspartimide formation as well as getting efficient deprotection. While
nothing worked as well as HMB protection, they found that a solution of
Piperazine containing 0.1 M HOBt worked better than piperidine or DBU.
Piperazine (diethylenediamine) is available from the various Sigma-Aldrich
companies at a price comparable to piperidine. I don't think piperazine
is a controlled substance.
