3D display of 2D-PAGE images

Hello,
 
I am looking for a software program that will convert/display a grayscale
2D-PAGE .tif image to a psuedo-color 3D image. Preferably this would be a
simple, stand alone graphics program and would not be to expensive as we
have already purchased a 2D comparative analysis software package. All
suggestions would be greatly appreciated.
