Regarding the regulator you must make sure that it is a regulator for
helium -- that is really important -- but it does not have to be the
Teflon lined variety. Especially if you would have to pay a premium for
it.

But once again: make sure it is a regulator for helium. Yes, you need a
regulator on top of your gas bottle. Otherwise you have to much pressure
in your system. Do not use the lowest purity but rather .999 pure. The
impurity would be typically nitrogen. Sparging is very recommended,
especially if you don any micro- or capillary LC.
