This morning I came across a new large instrument grant program sponsored
by the Department of Defense. See

doesn't seem to require work on defense-related research, but is intended
to support research programs in US universities and colleges with programs
in math, chemistry and engineering: "A central purpose of the DURIP is to
provide equipment to enhance research-related education. Therefore
proposals must address the impact of the equipment on
the institution's ability to educate, through research, students in
disciplines important to DOD missions." They support instrument purchases
in the range from $50,000 to $1,000,000, and awarded $42M in fiscal year
1998. The application date is August 20, 1998. It is certainly worth a
look or telephone call to see if you can particpate in this program.
