Depends on the instrument. We make our maldi available to all comers with
minimal supervision and have had no problems with that (each person has
their own sample plate and matrices). Electrospray instruments require
more supervision and training to use (particularly if mated to an HPLC) and
I wouldn't put it in a common room unless the supervisor is willing to keep
a reasonably close eye on what is happening (although once a person is
properly trained, they can work unsupervised).
