Mark,

In the "old days" when still running DOS and Win 3.x, I recall
sending postscript files to a postscript printer by using the "COPY"
command to send the postscript file to the printer port. I don't
know if this will work in WIn95 in the MSDOS emulation window, but it
might be worth a try. The command would be something like:

COPY filename.ps LPT1

Of course, the postscript printer would need to be connected directly
to your computer through LPT1.

I know this still works for ASCII text files and non-postscript
printers.
