Gatham, One additional one is ABI capillary HPLC micro blotter. It
different from the typical ones because it uses two 2.5 ml syringe pump
instead of the reciprocating pistons. The ABI system is nice to have the
ability to apply the "fractions" directly onto the membrane (e.g. PVDF,
teflon). The ABI system is within your price mentioned.

If you have extra HPLC pumps around, another alternative is to use a flow
splitter and Z flow cell detector and use the savings elsewhere.

One part of your question actually surprises me: the only vendor for
Capillary LC systems that you mention is MicroTech. And this company was
the only one NOT to be at the Durham ABRF '99 exhibition. All other
vendors were present and I want to list them in what I hope will not be
considered a sales pitch:

- Michrom
The Magic system covers gradient flow rates from Capillary up to Micro
and (I guess) 2.1
millimeter columns -- as far as flow rate this is a range from 1 ul/min
to 200 ul/min

- Eldex
Their syringe pump systems covers gradient flow rates from Capillary up
to Micro columns
which in flow rates means 1 ul/min to 50 ul/min

- Waters
They showed their system which should be shipped this fall, it covers
gradient flow rates
from Capillary up to Micro columns which in flow rates means 1 ul/min
to 50 ul/min

- LC Packings
We showed our UltiMate system which covers gradient flow rates from
Nano LC, to Capillary
LC, to Micro and 2.1 mm columns which in flow rates means 50
nanoliter/min to 200 ul/min

The Michrom, Eldex and LC Packings system are within your budget of
around $40'000.00. The Waters system will be substantially more expensive
once its shipping.
