I think the original reference is Raftery and Cole, 1963 Biochem
Biophys Res Commun vol 10 page 467.
The book by Means and Feany is always good for this kind of thing.
Am I dating myself?

Ethylenimine is VERY toxic.

Pierce sells a reagent called Aminoethyl-8 (# 23010ZZ) that does the
reaction in one step. They usually also supply directions.
