Unlike you want to create a QC release method (with validation), you can use any MS lab in the world for characterization of New Chemical Entities. There is additionally no validation other than specificity required for the use of MS as an identity method.
Howver, if you really meant GLP for DMPK/ADME studies of metabolism, try Taylor Technologies (New Jersey, I think).
