Hi Terry:

You may choose a different organic solvent in which the peptide and
piperidine is soluble. I recently used acetonitrile for a peptide
cyclization in solution. It worked well.

If the peptide is water soluble, try to cleave Fmoc with NaOH.
Unfortunately I don't have a proven protocol or a literature reference.
